A passenger transport operator engaged us to assess growth opportunities across employee transportation, school mobility, and institutional shuttle services in Kuwait. The company wanted to expand its contracted transport business without committing additional fleet before customer demand and route economics had been validated.

Issues

Potential contracts differed significantly in passenger volumes, schedules, pickup locations, vehicle requirements, and service expectations.

The client also lacked a clear view of how contracts could be combined across Kuwait City, Farwaniya, Ahmadi, and Jahra to improve fleet utilization and reduce non-revenue kilometres.

We developed a customer and route strategy combining demand mapping, contract segmentation, fleet modelling, competitor benchmarking, and route economics.

Approach

Potential institutional customers were assessed according to passenger volume, operating schedules, route concentration, contract duration, and vehicle requirements.

Alternative route combinations were modelled to determine whether morning and afternoon demand could be paired across multiple contracts.

Recommendations

We recommended prioritizing contracted institutional transport rather than expanding through open passenger services.

The initial network was organized around three customer clusters, with fleet allocation designed to maximize vehicle reuse across complementary schedules.

Engagement ROI

The engagement resulted in a three-cluster route plan and a phased fleet deployment model that linked additional vehicle purchases directly to contracted demand. The proposed network was projected to improve average vehicle utilization by approximately 5 percentage points, reduce non-revenue kilometres by around 7%, and lower initial fleet requirements by approximately 8–10% versus the original plan.
